This document, developed by the U.S. Department of Housing and Urban Development (HUD) with input from Policy Research staff members, provides multiple ways Rapid Rehousing (RRH) programs can support participants during the COVID-19 pandemic with their income goals, highlighting the importance of individualized guidance and support offered by knowledgeable case managers.

The COVID-19 pandemic has caused millions of Americans to experience job loss, reduced hours, and reduced income. These effects increase the population of those at risk or experiencing homelessness. RRH programs promote access to stable housing and income for those impacted by the pandemic. With the support of knowledgeable case managers, people are offered individualized guidance to help establish and work towards their income goals.

Among several employment resources mentioned, this document offers employment and income tools from the SAMHSA SOAR Technical Assistance Center, such as the Employment Conversation Guide and contact information for local SOAR representatives. These resources help caseworkers facilitate conversations related to developing an individualized employment plan, as well as explore eligible assets to maximize income. Benefits are available to individuals with disabilities, parents with children, and Veterans, among others.

This guide provides essential action steps to quickly and successfully stabilize individuals in permanent housing. RRH is an invaluable solution to bring stability to people impacted by COVID-19 and homelessness.
