Getting Started
SOAR uses a 3-pronged approach to create systems-level change. The most successful SOAR communities and states have implemented all of these elements. Click on the graphic to learn more.
Strategic Planning
This element lays the foundation for a SOAR program. Key stakeholders, including SSA and DDS, collaborate to develop an action plan for implementing SOAR in their state or community.
Training
There are two types of trainings based on SAMHSA’s Stepping Stones to Recovery curriculum. The focus of this curriculum is an improved SSI/SSDI application process that helps case managers “get it right the first time” and avoid appeals.
Technical Assistance
The SAMHSA SOAR Technical Assistance (TA) Center provides Strategic Planning and Training assistance to states and communities as well as many other services.
